It seems to me this would be a good idea to try in a limited area, such as the Tower District (no I don't live there), or the arts district downtown.
I would think you'd find a few more computers there, and a structured payment system would mean more money for the provider up front. Once
proof-of-concept was established, the city could judge the results and decide whether to continue. I hope this works, it's a great idea.
