FRESNO COUNTY UNEMPLOYMENT RATE HOLDS AT 10 PERCENT
Fresno's unemployment rate hovered at 10 percent in July, creeping slightly up to 10.1 percent from June's reported rate of 9.7 percent.

Fresno County employees are being asked to attend a lunch-time event on Thursday, Aug. 21 to learn about ways to become more environmentally friendly

It seems to me this would be a good idea to try in a limited area, such as the Tower District (no I don't live there), or the arts district downtown.
I would think you'd find a few more computers there, and a structured payment system would mean more money for the provider up front. Once
proof-of-concept was established, the city could judge the results and decide whether to continue. I hope this works, it's a great idea.
